SETTING THE RATES: The rates former communist states paid for exported Russian natural gas in 2006 ranged from a low of $47 per 1,000 cubic meters by Belarus, to a high of $160 by Moldova.
Western European states, by comparison, paid $230-$250 for Russian gas in 2006. Of those states, three depend on Russia for 100 percent of their gas supplies – Bosnia-Herzegovina, Finland, and Macedonia.
The former communist Baltic states split the middle -- paying from $120 to $141 per 1,000 cubic meters of gas in 2006.
However, with Gazprom negotiating new contracts with many countries for 2007, it appears many of those states can expect to pay more for gas supplies.
- Moldova, which depends on Russia for 100 percent of its gas, has been asked to pay $170 per 1,000 cubic meters in 2007.
- Ukraine, which depends on Russia to supply it with about 77 percent of its gas, last month worked out a deal under which it will pay $130 per 1,000 cubic meters of a Turkmen-Russian gas mix.
- Belarus, which is currently negotiating with Gazprom over the rate it will pay for gas in 2007, has been told it will be expected to pay $200 per 1,000 cubic meters -- up from the $47 it currently pays.
- Latvia, which just opened negotiations with Gazprom for 2007 rates, has been asked to pay $217 per 1,000 cubic meters.
