Belarus Responds Cautiously to Georgian Crisis

One of the interesting features of the Russia-Georgia conflict has been the sluggish support Russia has received from its allies. Perhaps most notable has been the reaction in Minsk, where the government of President Alyaksandr Lukashenka has acted ambivalently and still appears to be vacillating over the wisest course of action.

Western politicians and commentators have been quick to seize on the conflict in South Ossetia as a defining moment in world history, or their careers. Some have been clambering to play peacemaker (Sarkozy, Kouchner), others want to boost their reputations for taking a strong line with Moscow (McCain, Miliband). But closer to Russia, in the neighbouring countries of Ukraine and Belarus, some politicians have been conspicuous by their silence.

Congress has sent the United Nations a long-overdue message: Don't expect America to bankroll your farce of a Human Rights Council.  Last month, the Senate followed earlier House action and voted to withhold about $3 million from our annual U.N. "dues" payment. The move has nothing to do with economizing. It's a fraction of the more than $400 million we pour into U.N. headquarters every year as our portion of the U.N. regular budget. But it represents that share of our dues money that flows into the Human Rights Council's kitty each year.

Analysts have begun to weigh the significance of the Russian-Georgian conflict for Russia's other neighbors and for Western relations with those countries. What lessons should Ukraine draw? The speed of the launch of Russian military operations makes clear that Moscow was ready to act and only sought a pretext; the Georgians, unfortunately, provided one. Russian forces quickly broadened the conflict beyond South Ossetia, launching air strikes throughout Georgia, deploying into Abkhazia, and occupying parts of Georgia outside of South Ossetia and Abkhazia.
